They cost too much and do nothing for all this money O** The King is King of the Zulus or of KZN -O- But it's the central Government paying :O^

Might be that these contribute to grow tourism revenue? I have no idea, but it is said that the british royals earn more money as a tourist attraction than they cost.

Any insights on this?

Why must the state pay him then, as he is doing nothing for the state 0- (I suppose that he has a certain weight when it comes to convincing the zulus whom to vote for O** )

He is the ambassador of Zuluness and I think that is also important to the touris product, entire Zululand has become a cultural village these days and the tourist demand for this kind of commodified culture/heritage is high.

A real king makes it autentic because it's not only tourist performance but comes with political power and cultural identity for the Zulu nation, fits very much into the global heritage trend.
