With those mixed colours on the breast can it be a Tawny Eagle? Does not look like one :-?

Also to me, but the Steppe Buzzard has this kind of "necklace" on the chest and striped flanks :-?

It also has a barred tail.

Eye colour and nostrils match. Legs are difficult to see but look like they might be tightly feathered.

Isn't the gape too short -O- and the tail is not rounded......I think :-?

It does look as if it has thin leggings :yes:

Going purely by the shape of the nostril which one can see clearly, it is Lesser Spotted or Wahlberg's but the eye colour is wrong for Wahlberg's. Hence Lesser Spotted.

Really need another picture to confirm.

Here it shows the leggings, rounded tail and no bars, which the Wahlberg's have. In the other pic the colour of the eyes \O
