You should report it (if it is your observation and not a ten year old photo). Must be removed!

Category 1b invasive prohibited plant:
Invasive species requiring compulsory control as part of an invasive species control programme. Remove and destroy. These plants are deemed to have such a high invasive potential that infestations can qualify to be placed under a government sponsored invasive species management programme. No permits will be issued.

Common Bulrush Typha capensis

When ripe, the heads disintegrate into a cottony fluff from which the seeds disperse by wind.

Yep, but I don't know if they naturally occur on the Croc river, where exactly did you find them? River bank?
