Yes you may drive around the park but don’t cross the border. The animals that side will eat you

As I see it, it is 100% unclear as to whether the Minister of Tourism’s reference to game parks includes national parks, these fall under the Minister of Environment decision and Creecy doesn't bother to clarify the situation of access to national parks.

While South Africa’s Minister of Tourism Mmamoloko Kubayi-Ngubane yesterday (Saturday) announced that public and private game reserves would be open for self-drives under Level 3 regulations, and nature lovers province-wide are revving their engines to get their bush fixes, provincial game reserves across KZN will not open tomorrow (Monday).
According to Ezemvelo KZN Wildlife spokesperson Musa Mntambo, the province’s conservation management organisation will meet on Monday ‘to discuss how we shall operationalise the minister’s address. Only after our meeting will we know the way forward’.

Hiking and game drives (in private vehicles) are allowed under Alert Level 3, SA's tourism minister said on the weekend. Game parks are explicitly allowed to open for such trips.
But it would accept visitors only at its two "open access" national parks, SANParks said on Sunday: Table Mountain in the Western Cape, and Golden Gate in the Free State.
Opening other parks to visitors will require health and safety protocols to be in place first, the organisation said. It is not clear when – or what – those will be.
