The ability to size, rearrange, move pics is certainly worth it, for me.
I googled Photoshop Elements 9 and it's definitely affordable \O

I use the program that comes with the Nikon camera. It has nice features, but at the end of the day, I'm sure I have discovered only half or less of it
because I'm technically challenged and there are too many icons and stuff to handle. Before I worked with the Microsoft program but it doesn't come
with Windows 10 anymore :-( (But that was really basic: no adding text, no collages etc. Only good for cutting, resizing and some minor enhancements.)

I got it on my laptop (Windows 10) but must say it is better with "seven" (still basic like you said)

So I mostly use photoshop for photo collages...I download free templates as well as making my own.
But there is also a fun phone/ipad app called Project Life. I use it a lot while travelling..take the photos with my cell phone or iPad.... make the collage and add project life cards( some are free) others one can buy....and in a few seconds I have a fun record of my day. (that is when I remember to take the photos lol ) I also have hard copies of the project life system so I print out the photos and make a physical album as well. :)
