I doubt that this is speeding, unless the video is replayed in slow-motion. The woman's hair isn't blown back when the video claims them doing 75 km/h and the vegetation at the side of the road seems to pass by at normal speed. 
But I do wonder about the person who took the video... Following a supposingly speeding car for more than 6 minutes?
