During the exploration phase there should of course be environmental impact assessments.

have checked again, last DEA statement (19 Oct 2012) re EIA
(response to parlimentary question)
The Department of Environmental Affairs is not aware of any Environmental Impact Assessment (EIA) for shale gas fracking that has been done in the (a) Karoo area and (b) country in general. No EIA application was lodged with the Department, and it is therefore not in a position to comment on the (i) relevant impact in the short-term (5-10 years) and (ii) longterm. The only interaction with potential applicants was with Shell last year where they only informed the Department of their intention to frack the Karoo and the intended procedure to do so.

My email to the Minister.......
Dear the Hon Minister of water & environmental affairs,
As a concerend citizen of this country I pose a few questions to yourself that I would appreciate you answering in as succinct a manner as possible.
1) Was an Environmental Impact Assesment carried out by any goverment department or any party or company that has any say or connection with the proposed fracking operations in this country?
2) Is your department going to insist on any EIA being carried out, in that fracking could very possibly have a negitive affect on both water and the environment?
3) Are you willing to make a public statement that would enlighten the citizens of South Africa in regards to the pro's and con's of fracking in this country and it's possible affect on water and the environment.
I look forward to your responses
