APPOINTMENT OF A SERVICE PROVIDER TO
FACILITATE STAKEHOLDER ENGAGEMENTS
BETWEEN THE LOCAL STAKEHOLDERS and
SANPARKS - TABLE MOUNTAIN NATIONAL PARK
3. SCOPE OF WORK
The successful service provider will facilitate engagements between the SANParks (TMNP) and
its local stakeholders in order to develop a sustainable and mutually beneficial working and trust
relationship. Leading and monitor the project for a minimum period of 9 months or as otherwise
agreed.
1. The facilitation process will include (as a minimum): Manage the recently Ministerial
established Task Teams and associated processes to end February 2021.
2. The establishment of a Park Forum for TMNP in line with SANParks guidelines, other
applicable agreements and public engagement by end March 2021.
3. The development of a Stakeholder Engagement Plan for the TMNP with the input
from stakeholders by end March 2021.
4. The Improvement of the image and brand of TMNP in the local environment by end of
project.
5. Eliminate any conflict situation amongst the stakeholders and SANParks.
6. Ensure capacity building and skills transfer to the identified staff involved in managing
stakeholder relations for a 6 month period starting at beginning of the project.
7. Facilitate the Tokai Cecilia Management Framework (TCMF) review process – inclusive
of the administration related to the project – set up and facilitate
meetings/engagements, take minutes, ensure actions are achieved, etc. – due by end
March 2021.
8. Sourcing and dealing with any legal aspects relating to these projects including
appointment of necessary legal advisors where and when required.
9. Produce documents / reports that summarise the processes and outcomes and a way
forward based on the scenarios identified for the respective projects / initiatives,
including but not limited to identify risks and mitigations.
10. Effective communication methods which will ensure positive outcomes and promote
community buy-in on SANParks programmes
11. The improvement and maintenance of relationships with all the stakeholders
12. Develop and identify credible partnership with key stakeholders following a due process.
13. The Successful bidders will be required to present their submitted proposal in
presentation format to the SANParks leadership group.
14. Provision should be made for at least two day trips for meetings in Pretoria – this should
be priced separately in case it is not required and have to be omitted from the project
cost.
