The Shishangeni Lodge on a private concession north of Crocodile Bridge is owned in its entirety by POPCRU, the SA Police and Prisons union (Prisoners may also be members, believe it or not). This is not new, and they have been going on swimmingly for a decade or so, and it is not illegal.

It is however interesting that portions of civil servants' salaries are invested in a PPP deal within a state-owned entity. In effect the state pays itself in this case. The whole idea of private concessions is for Kruger to make additional income without draining state coffers.
All the unions have strong investment holdings, which sometimes leads to friction.

There have been some shady goings on in the past, with lodge staff swiping rhino horns in 2014, and a dispute between managing agents.

I learned recently, however, that there have been concerns about the attitudes of the members there, especially when union officials come to visit.
