Any idea what this is? Stark insisted it be delivered to him this weekend past, with a cooler and a chair...

They are quite popular here.
It's a braai (bbq) starter.
A metal circular tube with a mesh/grill at the bottom and a handle
You put the starter at the bottom. And then fill up with charcoal. You light it through the grill at the bottom.
The shape causes some sort of convection effect that lights all the charcoal very quickly, and once it's all burning nicely you pour it into the braai.
Supposed to be a lot quicker than just sommer lighting the braai. Or so I am told.....I don't own one.
