but Burchell's is not so easy, perhaps only common?

OK Burchell's will be be common then

Common fiscal: Races of the arid west have a conspicuous white eyebrow stripe and are sometimes considered a different species, Latakoo Fiscal
But it is only this one there, the other race is not found there

Agreed: Red-headed F. is easy, Gabar Goshawk only common, we make the melanistic one an extra: rare
