From a facebook post I shared earlier Wild Heart Wildlife that kind of supports Mels point :
***Shoot To Kill? or No Shoot To Kill? That is the Question***
South Africa have according to sources lost over 500 Rhinos in just a little over four months with a policy resulting in a Park Ranger facing murder charges if he or she shoots and kills a poacher.
In Botswana however, where a shoot to kill policy is enforced, the last white rhino reported killed was in 2013, according to the statistics agency.
Map Ives, Botswana’s national rhino coordinator, said by phone from the northern border town of Kasane. “Everything is getting stronger and we are putting more defenses in place. We have no doubt that the syndicates are highly organized, and we are too.”
Environment, Wildlife and Tourism Minister Tshekedi Khama announced in March that the government of Botswana was training a Rhino Squad of specialized law enforcement officers.
“Our rhinos are quite safe and we are bringing the numbers back to where they once were historically,” Ives said.
While it is understood that Botswana have far less Rhino to protect, they are also fighting an Elephant poaching war that has the full support of their military.

But from Texas they will never return, even if they manage to carry this crazy plan out, which I doubt very much. It might also be easier to sell the horns
