I don't know. After a day of sitting in traffic jams, looking at all the litter, and watching Leopards get run over by OSVs, maybe an Amarula emulsion or a Hippo-turd mudbath would be just the ticket!

But afterwards SP will say the tender was advertised in the local media?
Even if it has been advertised before, there are strict rules about tender process regarding timing and submissions, and this is inappropriate.
