We have already tried and what happened? It was not the best camp that won, but the one with most facilities
To avoid this you have to put different weight on the categories.
For instance:
40% general/overall appeal
10% quiet, crowded, noise, litter
10% scenic
10% eco (water, energy, sustainable products, waste)
10% game/bird viewing
20% services and products (more than only tables and toilets)
and there will be different perceptions, so best way is, to come up with catergories and then poll on their weight
a poll on what matters most: three votes per person and a shortlist of max. 10 categories
