Looks like it might have white spots on tail feathers in which case it's a Little Sparrowhawk, but can't be sure. Otherwise an African Goshawk.

Longish Tail ...Bill size Medium large ..right colour from a smudgy pic ..No hidden crest like Brown Snake Eagle which has a short tail anyway ..Wahlberg's Eagle
