Looks more like a juv. gabar goshawk - the colour and the white brim on the wing, white eyebrow, but it should have a white rump, maybe it just does not show in the pic
I'd go for gabar

This one is from Alf's TT. I also thought Lesser Spotted Eagle for this one.

Without seeing the tail and the flanks, it's not easy (it's never easy
), but the legs are bare, so it cannot be lesser spotted eagle, which has tightly feathered legs.
