What about the tourists' behavior, as well? Clear rule breaking on their part.

Let's get real here,....
,.. found myself in a very
awkward situation recently! On the main road leading
north and south, found a desperate soul standing next
too his vehicle, a rather new model so to speak.
His vehicle became dispositioned with a flat tyre,...
Now I ask of you, was I just to sit there staring at this
elderly gentleman struggling with the lowering mechanism
of the spare wheel, for I would be breaking the park rules??
But of course I would be totally ethical sitting there watching
some carnivores eat some person while I consume a softdrink
and chisell at some fried chips,..

I agree it's not about the rule breaking but who spoilt the sighting, If you look they did not have any tourist in the vehicle but where on a jolly patrol doing a taxi service, so they could have waited
