I hadn't really given it much thought, but one option would be that they are herbivorous, eating algae, plant debris, decaying vegetation, etc., like Water Boatmen.

Okay, last of the "P"s coming up….

I agree, Sis - Wattled Plover would have been a much more obvious choice - perhaps we should research just who named it and give them an Over Thinking Award. -O-
