First one must design the hotel inclusive of all services, not just the building structure, then get budget estimates from all the relevant services, then if over budget, re-design with cheaper options. It's a massive problem when one comes up with estimates and the original design cost estimates for all services hasn't been done yet.

What if there isn't a cheaper redesign option and what if it can't be built inclusive of all services for the original values thrown around, then one has to come up with another story

Ja...and why are tenders also theoretically going out mid-late 2014?
People have seen site meetings going on for almost two years now...
It must be reiterated, SANParks are paying for this monstrosity themselves....it is in their 2013-14 budget. (R200 000 000)
So actually us tourists are paying for it...no loan, no interest...government will bail out, in effect, as huge grants for whatever can easily be redirected to this.
For foreign viewers..the tender system involves any major parastatal construction project having to be outsourced to an array of Black Empowerment companies, by law, with the "best" bidders being awarded the contracts. One can google SA's scandalous history of corruption and inflated costs and overruns in this regard.
1. What is the point of having an EIA/BAR/Public/stakeholder participation process if the deal has already been done?
2. Who pays for the above smokescreen? The private developer would normally pay, but SP is the developer in this case!
3. Is this whole project justified, bearing in mind that the costs in these tender things normally escalate by at least 50%, especially as construction is delayed year after year...Remember, the biggest Rhino donation so far, by the buffets, was R250 000 000....

There cannot be any bidding taking place just yet,...
perhaps to do with quantity surveying!!, and budgetting???

Buffet foundation, clarity to all expenditure of said, would
be greatly appreciated,....
However, till then, a very dubious set of concerns and thought
comes about!!!!???
Sanparks, you are the beneficiary of huge amounts of goodwill,
do you care to share this benevolence with society, after all you
are only in a mitigatory faculty, serving practice to society!!!

be greatly appreciated,....

What is irksome regarding Skuks Hotel is that things seem to have been pre-planned for a long time. There is a chain of events regarding the Conference centre, the airport reopening, and now this luxury accommodation...
And it is luxury! Fit for Government VIP's, if you ask me!
