Those who give the licenses are to blame first IMO. The Killer is a hunter and can be blamed for being a hunter, but not for having killed a specific animal for which he had a license.

I'm sure there are many ethical hunters, but if they have the permit they may not feel the need to ask any questions. -O-

I do not think that the hunter knows if the elephant in question has a story, especially if coming from overseas. Mostly it is the professional hunters (the hunter's guide) who does all the prepatory works, I am sure.
