And some background to the RIM report:

The South African Government appointed a Rhinoceros Issues Manager (RIM) in 2012. The RIM will coordinate a National Rhinoceros Dialogue process which was started in South Africa and has consulted widely to determine how best to meet a number of rhinoceros conservation goals. As part of a dialogue process, seven consultative meetings were held in South Africa from May to August 2012 on a range of rhinoceros-related matters. The RIM will prepare a report with recommendations for the South African Minister of Environmental Affairs.

DEA informed the Portfolio Committee on the recommendations based on the outcomes of the national stakeholder consulatation process and on the assessment of the feasibility to implement the recommendations (20 March 2013)

Bottomline: The now released RIM report dates back to 2012 and is based on old data from 2011. I can not find anything new compared to the first edition, but the layout is nice and more attractive now And the recommendations were made in February to the government
