There is never permission, and even if so, permission would forbid criminal actions!

BREAKING NEWS: R538 open after protests
The violent protests reportedly started around 05:00.
The R538 between White River and Hazyview was closed due to a protest this morning.
According to provincial police spokesman, Col Mtsholi Bhembe, protesters hijacked two busses which they used to barricade the road.
Police on the scene with debris.
“We have managed to open the road, but we would advise motorists to make use of an alternative route as the road is still covered with shattered glass and the situation is volatile. Police are still on the scene.”
Bhembe said the protests ensued when community members demanded the release of a man and a woman who were arrested following the murder of a pastor and his nephew.
Lowvelder previously reported that they had been burned to death by the community after it was thought that they were responsible for the murder of two young girls.
The man and woman are scheduled to appear in the Masoyi Periodical Court tomorrow.
Broken glass being cleared from the road.
Bhembe said police remain on the scene.

They have no control, no common sense and no respect for the law. It which century do they live

Does the police arrest those people or do they just let them repeat it again next time?

Protest action just outside Numbi Gate, throwing rocks & glass in the road and at vehicles, looks like they are just getting started.
Brooke Reilly This seriously is such an illogical form of protest. How does enciting violence do anything for someone's cause? Peaceful civil disobedience is a legitimate form of protest. Interfering is the point. Interference and disruption of unethical systems is an ethical imperative. Civil disobedience is how any number of colonised countries won back their independence, it's how the suffragettes pursued their right to vote, it's how workers won the 8-hour day and the weekend, and it's the right path to take when a parliamentary or governing system fails to deliver just outcomes. But throwing glass and rocks at innocent people for simply driving past....what IS this supposed to achieve?
