How come? There cannot be in-breeding by now, they have moved around all the males

It's more about generation of surplus high value game than restoring natural processes under a minimum interference philosophy.
A highly unnatural place divided in sections, lots of unnatural water supply, contraception and culling instead of natural predation
Selling buffalo makes more money than tourists visiting, with vast majority being day visitors.
