If the rules listed apply, I have two problems for a start:
- The decision indicates that Affected Parties must be informed thereof within 14 days of issue, (4 March) which has not been complied with. (I presume, though, that Mr Wright did not receive said correspondence very promptly himself, as is the norm with Govt departments.)
- It is also indicates, as usual that respondents have 20 days to object after receipt of correspondence. Once again this is sent over a period of multiple holidays and long weekends, and it is highly unlikely that a letter sent via SA mail service, even today, would reach the relevant official within that period, should one wish to follow that route.
