Trench digging at Olifants

I stayed at Olifants on the 9th and spotted these guys digging a trench into the river. Please can anyone shed some light on what it’s going to be utilized for?

BC, please orientate us here. Where does the trench originate from and where were you when you took the photo?
It does not look good at all!
