Looks more like a juv. gabar goshawk - the colour and the white brim on the wing, white eyebrow, but it should have a white rump, maybe it just does not show in the pic -O-

I'd go for gabar :yes:

Without seeing the tail and the flanks, it's not easy (it's never easy 0*\ ), but the legs are bare, so it cannot be lesser spotted eagle, which has tightly feathered legs.
