could be a Black Kite

Juvenile Yellow-billed Kites have black tipped bills, but as this bird has pale yellow eyes, it can be aged as an adult. Yellow-billed kites have all yellow bills at this age, therefore this is a Black Kite.
The pale grey head is also typical for Black Kite.

I forgot to say that a juvenile kite would also show pale fringeing to the feather edges which would be obvious in the pic if it was a youngster.
