The elegant fly is most likely a Diopsis sp., possibly D. basalis, note the distinctive preapical wing spot.Great find

I got quite excited when I saw the fly but it was impossible to get a picture with everything in focus! Diopsis sp. is as close as the insect book gets to identifying it. The picture is a perfect match but they don't give the species
