The Committee, with the Minister of Environmental Affairs in attendance, was briefed by the South African National Parks (SANParks) and the iSimangaliso Wetland Park on the mandate, objectives and challenges relating to these entities.

When could the finalisation of the case of the SANParks CEO and suspended manager?

The Chairperson clarified there was a case around the suspended manager but there was no case around the CEO.

Minister Molewa indicated that this was correct – there was no case involving the CEO. It was not possible to contest the end of a contract. The previous CEO, however, did raise an issue with the manner in which the exit package was dealt with but the matter was being dealt with at the Commission for Conciliation, Mediation and Arbitration (CCMA). The post had been advertised by the Department and it was in a very advanced stage of taking a Cabinet decision on the matter of the CEO. With the case of the suspended manager, charges had been laid and the outcome was being awaited. Because of this, the merits and demerits of the case could not be presently discussed.

In response to parliamentary question as to why Pathfinder was fired:



4(a) The scope of work and the appointment of Pathfinder was not properly consulted with the Security Cluster.



This is confusing, uninformative, and typical. The mere mention of the security cluster is meant to silence all pesky questions, as per the rest of SA.

There is a brief outlay of how the Government works...there is actually more than one security cluster...it just means that that is a cluster of ministries that includes the Department of State Security and/or Department of Defence and Military Veterans...

This raises a question or two:

1. Surely the head of the malicious subversive who appointed Pathfinder without consulting State Security should roll...or an investigation should be undertaken?

2. If, as has been stated elsewhere, Pathfinder includes members of the "Old SA army", dubbed mercenaries...how does this differ from Major General Jooste, who is also ex-old army?

3. Should the Cluster than not be at the forefront of finding a replacement for Pathfinder...why was a need for such an organisation envisaged in the first place?
