traveling ban for "evil" states?

Hello everybody,
i just signed up here to express an idea of how to fight poaching of elephants / rhinos. It's probably not new.
The main cause of poaching seems to be some countries like China. The majority of it's citizens seem not to be aware of the problem and the politicians don't stick up enough.
So why don't the affected african states as a collective deny entry for citizens from these states as long as they don't change things over there? I'm sure that the majority of the wealthy chinese people would prefer traveling to africa on vacation and watch Elephants alive, instead of buying ivory. Plus the issue would be constantly discussed over there.
