There does not appear to be a great deal of support for it, but it seems the powers that be want to keep pushing for it to happen.

Ag, it's normally a project presented to a .gov official with all sorts of benefits mooted, and a tender in the offing etc. etc., with money often having changed hands at the outset, so the show must go on sort of thing...
