Personally I don't agree with this:
The lifting of the 2009 moratorium on the domestic trade in rhino horn – owing to a failure in following correct public participation procedures – not only sends confusing messages to rhino horn consuming nations but raises alarm signals regarding the country’s control of the situation.
I think there is a lot of behind the scenes stuff going on, with ministry wanting to coin money from stockpiles, and farmers wanting to get there stockpiles sold.
It has little to do with poaching, IMO?

And I also think it send a very mixed message.
Kind of like saying to your teenage kid it's ok to get drunk at home, but not if you're out?
