MINISTER

QUESTION NO. 1094 FOR WRITTEN REPLY: NATIONAL ASSEMBLY

A draft reply to Mr T Z Hadebe (DA) to the above-mentioned question is enclosed for your consideration.

MS LIMPHO MAKOTOKO
DIRECTOR-GENERAL (ACTING)

DATE:

DRAFT REPLY APPROVED/AMENDED

DR B E E MOLEWA, MP
MINISTER OF ENVIRONMENTAL AFFAIRS

DATE:

NATIONAL ASSEMBLY
(For written reply)

QUESTION NO. 1094 {NW1233E}
INTERNAL QUESTION PAPER NO. 16 of 2017

DATE OF PUBLICATION: 15 May 2017

Mr T Z Hadebe (DA) to ask the Minister of Environmental Affairs:
(a) What is the expected revenue and financial benefit for the South African National Parks (SANParks) regarding the proposed Malelane Safari Lodge in the south of the Kruger National Park, (b) were any monies exchanged between private and government entities during the period 01 January 2007 to
31 December 2010 regarding the approval of this project, (c) why has the project stalled for almost a decade and (d) why does her Department continue to approve this project despite the fact that a traffic assessment study has not been completed, as ordered by the last impact review process?

1094. THE MINISTER OF ENVIRONMENTAL AFFAIRS REPLIES:

Malelane Safari Lodge:
a) The expected revenue will be higher than the minimum rentals of 6% of actual revenue.

Minimum Rentals are as follows:
Year 1 - R864, 525.55.
Year 2 - R1, 152,700.73.
Year 3 - R1, 440,875.91.
Year 4 - R1, 602,063.32.
Year 5 onwards - R2, 161,313.87.

b) No monies were exchanged.
c) Due to long public participation processes, further delays has recently been experienced due to the BEE partners contractual disputes, the EIA approval was only received in April 2016.
d) The construction of the lodge itself has no impact on the Traffic Impact Assessment associated with the access road in the different projects. The final alignment of the access road will be informed by all the required studies. This EIA study on the realignment of the access road will still commence.

Wow, above, rather mind boggling yet
constructed and connived!!!???
Richprins wrote:(a) What is the expected revenue and financial benefit for the South African National Parks (SANParks) regarding the proposed Malelane Safari Lodge in the south of the Kruger National Park,
The developer, MSR's mentioned figures, his revenue
derived for the first two years, on record, in the region
of R80,000.00 P/A,. for the first two years! He then will
be subletting, at Raddison Hotels,....

For renowned hoteliers to grab at these lowly figures,
risks attached!! Not sure about this,...
Richprins wrote:b) No monies were exchanged.

Monies were exchanged in order to get some sort of clarity!!
These monies, supposedly classified as ethical fees paid for
and toward sciences!!! This has no bearing at all on private
practice and awarding of tenders toward. These monies and
expenses should be very clear and visible on Sanparks annual
audit report!! It would seem that scientific studies are not
subject to the same regulations as would be business practice!!
Richprins wrote:c) Due to long public participation processes, further delays has recently been experienced due to the BEE partners contractual disputes, the EIA approval was only received in April 2016.
I'm afraid but here I seem to have very good reasoning for ignorance!!
In the run up to now, have I ever experienced BEE controversy? Please,
I find such reasoning very feeble on the part of >gov,!!! Why should the approval
have any bearing on BEEEE standards.

"of the lodge itself",..supposedly to be a hotel!!!

has no impact on the Traffic Impact Assessment associated with the access road in the different projects.,..once again, systematic approach and isolation of problems pertaining!! This in order to circumvent pressing concerns,...

All very well, thank Gawd, long gone so as to spare the honorable one much
humiliating circumstance!!

Fact is

Did the .Gov learn from this stupid exercise it so eagerly wishes
to get involved with!!!??

Doubt it<>>>for our dear one forever mis-informed, appropriately!!!!

At Friday's meeting it was smilingly intimated by Mr Phillips that there would be no more hotel, which seems to mean the Malelane hotel. Am waiting for confirmation...

It is only because funding has not been forthcoming, so need a far firmer resolution! 0()
