One simple idea may be to relocate elephants en-masse from Kruger, which is wildly and threateningly overpopulated, to northern Moz and east Africa. The subspecies are similar, in fact most Kruger ellies originally came from Mozambique. It is very expensive, but money will be found.

Is there a electricity grid between Kruger and the Limpopo National park Again? I know that they removed it, but because of poaching it was reestablished....... or not? It would be the easiest place, but will they stay there? or worse, will they be poached

Why do you want to relocate Elephants in a place where they are heavily poached ? I read the figures somewhere : the Elephants population in the Niassa Game Reserve was dramatically reduced due to poaching from about 12.000 in 2012 to about 3.000 now. And the government of Mozambique does not have the means to fight efficiently poaching, it will probably continue for some time... If you relocate Elephants there, they are doomed.
