I can see why SANP wanted the hotel/spa
If they can tap into the market going next door to the private reserves. Then why not?

That is fine, but they are using Billions in taxpayer money, not private. And there is little chance of recouping in the foreseeable future. The hotels are also in Hyper-dense tourist overcrowding areas, so ain't gonna happen.
