I don't know anything about mushrooms/fungi in arid regions, but perhaps the mushroom sprung up out of either decaying organic matter/carrion, or feces due to the fluids/moisture therein. Maybe the dark area is some of that matter (a "cling-on" ) and that's what the fly is feeding on.

Also, the characteristic coloration of black and white patterned body with a red tip leads me to suspect it.

the dark substance is maybe because the mushroom is old... very old... dry on one feet
I think of an Agaricaceae, maybe Lepiota (with a long rod) or Macrolepiota procera (almost the same)
they are saprophyte (need decomposition of root and other substances of trees)

Do you maybe have a photo of the tree, would love to know if it is one of the alien mesquite trees.


My theory is a little bit different: The dark slime is an essential part of this fungus and it is quite stinky
